In June 1919 the Hong Kong Government objected to the National Electric Construction Company without giving reasons or allowing that Company to offer any explana-

tion or answer any questions or enquiries.

Ehort and interrupted time limits were imposed though

the promoters pointed out that it would be most impro- bable the business could be negotiated within the time.

A heavy forfeitable deposit was now made a condition by

the Hong Kong Government.

Finally the Hong Kong Government propose that it should

be made a condition of considering the scheme further,

that the conditions regarding the option land in Repulse

Bay should be modified.

If to the attitude of the Hong Kong Government,

shown by the above, be added the almost insuperable difficul-

ties of the present times, it must be evident that the promo-

tere of this scheme have not received the full and sympathetic

support and backing of theGovernor which was so particularly

emphasised as necessary in the original interview (referred

to in the second paragraph of my letter to you dated 31st Kay

1930) and which backing the promoters were entitled to for
